Why Were FTZs Created?

China created FTZs as "reform test labs" - controlled areas to test new economic policies before national rollout:

  • 2013 (Shanghai): Tested the first Negative List for foreign investment, free trade accounts, simplified customs
  • 2015-2017: Expanded to test cross-border RMB, financial opening, HK integration
  • 2018 (Hainan): Testing full free trade port model (zero tariffs, capital account convertibility)
  • 2019 (10 more): Regional spread to test industry-specific reforms

Many policies now nationwide (e.g., the Negative List) were first tested in FTZs. FTZs remain at the frontier of China's opening-up reforms.

Frequently Asked Questions

How many free trade zones are there in China?
China has 22 Free Trade Zones (FTZs) as of 2026, established in 6 batches since 2013. The first was Shanghai FTZ (2013), followed by Guangdong, Tianjin, Fujian (2015), and 18 more through 2019. Hainan is a special Free Trade Port (FTP) with the most open policies.
Which is the best free trade zone in China?
It depends on your industry: Shanghai FTZ (Lingang) for HQs and R&D; Shenzhen Qianhai for HK-linked business and finance; Hainan FTP for 15% CIT, zero tariffs, and holding companies; Chengdu/Chongqing for western market access with 15% CIT; Suzhou for manufacturing.
Why were free trade zones created in China?
China created FTZs to test economic reforms (simplified administration, financial opening, foreign investment liberalization) in controlled areas before rolling them out nationally. FTZs serve as "test labs" for new policies like the negative list, cross-border RMB settlement, and capital account opening.
What is the difference between an FTZ and the Hainan FTP?
An FTZ (Free Trade Zone) is a designated area within a city/province with special policies. Hainan FTP (Free Trade Port) is the entire island province with the most open regime in China: 15% CIT/IIT, zero tariffs, full capital account convertibility, and a separate negative list. FTP > FTZ in terms of openness.
